In 2002, the Joint Staff and the Deputy Assistant Secretary
of Defense for Health Affairs-Force Health Protection and Readiness tasked the
Defense Medical Readiness Training Institute (DMRTI) to develop Chemical
Biological (CB) medical training requirements and assess the effectiveness of
the training with rigorous proficiency metrics and standards. The Tri-Service
CBRNE Training Program established Standards of Competency based on corps (i.e.
medical, dental, medics, etc). A modular web-based distributive learning
product titled Emergency Medical Preparedness and Response Course (EMPRC) meets
the training requirement. EMPRC consists of four levels (Basic Awareness,
Operator-Responder, Clinician, and Executive) targeted to a student’s
profession/job description.
To meet this requirement, each of the services have directed their personnel to complete the Emergency
Medical Preparedness and Response Course (EMPRC), a web-based distance-learning
product. The program is divided into Basic, Operator/Responder, Clinician, and
Executive components. Personnel completing the EMPRC course can receive
continuing education. These courses are also provided through mobile training
teams providing an alternative education opportunity for unit commanders.
TARGET AUDIENCE
• Basic Course: For DoD Civilians
non-medical/non-security civilian employees and contractors within the Military
Healthcare System (MHS). Includes housekeeping, office
workers and facility workers.
• Operators/Responders Course: All military personal must complete
this course unless directed to complete the Clinician’s Course. DoD civilians and contractors
working within the Military Healthcare System (MHS) providing security support
or non-direct patient care.
• Clinical Course: Medical Corps, Dental Corps, Nurse Corps,
Physician Assistants, Veterinarian Corps, Independent Duty Corpsmen,
Independent Duty Medical Technician, Special Forces Medics, DoD Civilian and and
Contract Direct Healthcare Providers.
• Executive/Commander Course: For military executives and
commanders working within the Military Healthcare System (MHS).
Sustainment Training
At present sustainment/redresser training is required every
3 years.
However, training specifically designed for sustainment
critical of medical CBRNE skills is not yet available. Until further notice all
individuals requiring CBRNE sustainment training are granted waiver status
until such time as approved training is available. Once available, individuals
who require sustainment training have 120 days to complete the training.
Army Continuing
Education Credit
Due to unforeseen circumstances, continuing education credit is no longer available for Army personnel that have completed the Emergency Medical Preparedness Response Courses. Continue education credit will be available when the revised CBRNE program is made available.
Course Completion
• Post Test for each module with the ability to test out of
the module (except for the basic course)
• Completed every three years
